NEW POLICIES TAKE EFFECT IN NOVEMBER
Forest protection associated with poverty reduction among ethnic minorities
The Government issued Decree No. 75/2015/ND-CP dated September 9 which covers mechanisms and policies to encourage forest protection and cultivation and improve incomes of ethnic minorities from this year to 2020.
Under the Decree, ethnic minority households will receive VND 400,000 annually per hectare of forest assigned to them for protection. Each household will receive such support for 30 hectares of assigned forests at most.
Meanwhile, those involved in forestation will receive a support of up to VND 1.6 million per hectare per year in the first three years and VND 600,000 for the subsequent three years.
Detailed implementation of the Law on Real Estate Business
Decree No. 76/2015/ND-CP dated October 9, 2015 guides detailed implementation of the Law on Real Estate Business.
The Decree stipulates conditions for organizations and individuals to conduct real estate business, contract samples, and transfer of contracts.
Annual and medium term investment
Decree No. 77/2015/ND-CP dated October 9, 2015 on annual and medium-term public investment plan regulates the formulation, verification, approval and implementation of annual and medium-term public investment plans at national, ministerial and local levels.
Business registration
The Government issued Decree No. 78/2015/ND-CP dated September 14, 2015 on business registration in order to detail the implementation of some articles of the 2014 Law on Enterprises.
The Decree was designed to reform business registration work to facilitate the participation, operation and withdrawal of enterprises from the market.
Information publication of State owned enterprises
Under Decree No. 81/2015/ND-CP dated September 18, 2015, State owned enterprises are required to make public information regarding their development strategies, five-year production plans, financial statements, salary and bonus regimes among others.
Disclosure of information may be in forms of written documents and electronic data.
Visa exemption for Vietnamese expatriates
Under Decree No. 82/2015/ND-CP dated September 24, 2015, Vietnamese expatriates, their spouses and children shall be exempted from visa.
They are required to have passports or international travel papers that are valid for at least one year, submit identification papers to authorized agencies abroad and not subject to cases of entry and exit suspension regulated at Articles 21 and 28 of the Law on entry, exit and residence of foreigners in Viet Nam.
Investment supervision and evaluation
The Government issued Decree No. 84/2015/ND-CP dated September 30, 2015 on investment supervision and evaluation.
The Decree covers regulations on subjects and procedures for investment supervision and evaluation.
Duty-free goods on international flights
Since November 1, 2015, airline passengers would be able to purchase duty-free goods on international flights to Viet Nam, according to the Prime Minister’s Decision No. 39/2015/QD-TTg.

HCMC TARGETS 181,000 NEW SOCIAL HOUSING UNITS BY 2030
HCMC plans to build more than 181,000 social housing units between 2026 and 2030, after completing nearly 17,900 units over the past five years, city officials said. Le Duc Anh, deputy head of the Housing and Real Estate Market Management Division under the city’s Department of Construction, said at a socio-economic press briefing in HCMC on June 4 that the city was stepping up efforts to expand social housing supply.
VIETNAM TARGETS 5,000 NEW AGRICULTURAL BUSINESSES BY 2031
Vietnam aims to support the establishment of at least 5,000 agricultural enterprises during the 2026-2031 period as part of efforts to build a digital agriculture sector and more sustainable value chains. The target was announced at the ninth National Congress of the Vietnam Farmers’ Union, which opened in Hanoi on June 8.
OUTSTANDING GREEN LOANS REACH VND828 TRILLION IN 2017-2025
Outstanding green loans in Vietnam have reached VND828 trillion, with 82 credit institutions now extending financing to environmentally sustainable projects. Growing at an average annual rate of more than 20% between 2017 and 2025, green credit has emerged as a key driver for mobilizing and allocating resources to support the country’s green transition and sustainable economic development.
AROUND VND33.6 TRILLION RAISED FROM G-BONDS IN MAY
The State Treasury raised VND33.63 trillion from Government bond (G-bond) auctions in May, completing 72% of its second quarter issuance plan and nearly one-third of its annual target. According to data released by the Hanoi Stock Exchange (HNX) on June 4, the exchange organized a total of 17 G-bond auctions on behalf of the State Treasury during May.
